Sooo it was most likely a corrupted project that caused it, I just made a new project and it works fine now. Thanks for the help anyways.

Exactly! I cleared the cache and moved it. Hoping it worked but no. I also realized that when I open the project, the video is not rendered from last time I rendered it but I wait like 5 minutes and it is rendered. Then that is when the video preview freezes. Another thing may be is the file size is too big? The mp4 is 21.5GB...

Premiere Elements doesn't use GPU power, so your graphics card would not affect the program's performance.

What processor do you have with how much RAM? How much free, clean, defragmented space is on your hard drive? What operating system are you using?

What model of camcorder is your video coming from and what is the video's format and resolution?

I have-

CPU: Core i7 6700k

Ram: 16GB

System: Windows 10 Pro 64 bit

Storage: 2TB HDD and 120GB SSD

It's installed on the 2TB HDD and there is plenty of space since it's new. The video is 1920x1080 60FPS in .mp4 format.
