Adobe Premiere Elements 15

I am currently trying to install Premiere Elements 15 silently. I also need a way to automate the licensing process. I am going to be providing this application to multiple users via SCCM and I need it to be automated and zero-touch for the end user. I have installed the product silently using the following command: oem.exe -P PRE -SERIALNUMBER xxxx-xxxx-xxxx-xxxx-xxxx. However, once it installs it asks me to sign in to adobe to register the product. I am in a classified environment that does not have internet access. I need a way to do the following: 1) Installs silently with no user interaction. 2) uninstall silently with no user interaction. 3) a way to license the product via a script or registry fix so that I do not have to sign into Adobe. Does anyone know if any of this is even possible with Adobe Premiere Elements?
