Adobe Premiere Elements 15 - Photo Editor does not open.

The Video Editing works but the Photo Editing does not work. It wants me to purchase that part of the program. I've tried to re-install it but it says 'Installer failed to initialize'. Any idea why one part works but the other does not? Or what this error means?

Premiere Elements (the video editor) and Photoshop Elements (the photo editor) are two separate programs?

Did you purchase both?

Greetings, I haven't really used this old program much. But, after looking at the install disk, I see the Adobe Elements's Photo Editor (on the disk) is really a trial. So I bought the Video Elements portion, but not the Photo Editor portion. It was not too clear. But, no problem. I see my mistake.
