Adobe Premiere Elements 15 Photo Editor will not open

I purchased Adobe Photoshop, then a few weeks later upgraded to Premiere. Product worked fine for a while. However, Photo Editor no longer will open, nothing happens when you click on it. From the start up screen, Organizer and Video Editor still open and work but Photo Editor will not.

I am running Windows 10.
