I have spent days trying to get someone at Adobe to help with this with no joy, been hung up on, ignored and so ill try here.

I deactivated Adobe Premiere Elements 15 as i was replacing my mobo, did that and installed Adobe Premiere Elements 15 again, go to activate it again and get this message.

Update your browser
To use Adobe services, please update your Adobe applications, operating system, and browser to the latest versions

I have tryed all advice i have found on Adobe website and anyware in the net, nothing works. So will try one last time here.

I know it is older s/w but i payed for it and i liked it and i want to use it!  I would have considered upgrading to the new version if it was not for the absolute rubbish support Adobe has provided.

I dont know how a company can treat its coustomers so badly and still be in buisness.

there is no support for E15 its too old.

Adobe only gives support for 2023 and 2024.

Did you make the register entry?

Ann's link emphasises Internet Explorer and Windows 10.   With Windows 11, I use Chrome for a browser and have had no trouble with current Adobe software.   What browser are you using?  Can you try a different one?
