Adobe Premiere Elements 2019 Crashes on Startup on Windows 10

Question

When I run Adobe Premiere Elements 2019, it opens a window and gives me a choice of launching the organizer, the photo editor, or the video editor. If I try to open these, it shows a message saying that it is opening the workspace, but then gives up after a few seconds without ever opening another window.

I've also tried launching the video editor directly from "C:\Program Files\Adobe\Adobe Premiere Elements 2019\PremiereElementsEditor.exe", but it never opens a window and disappears from TaskMgr after a couple of seconds.

Other things that I've tried that didn't help:

- I ran Windows Update and updated all the optional drivers.

- I tried running the PremiereElementsEditor as administrator.

- I removed all folders/files in C:\Users\Joseph\AppData\Roaming\Adobe\Common to get rid of any corrupted media cache files.

- I downloaded the Adobe Premiere Elements 2019 and reinstalled it.

- I double-clicked a project file; it gives Premiere Elements as an option but the program still doesn’t open.

Meanwhile, I can successfully launch the other Adobe softwares: Photoshop Elements 2014, Adobe Dreamweaver 2021, Adobe Illustrator 2022. The Adobe Create Cloud Desktop sometimes gives an error when I try to load it, but it seems like it shouldn't be needed for Premiere Elements.

Is there anything else I can try to get Adobe Premiere Elements 2019 to launch?

In case this helps anyone else, I'd like to share the eventual solution. What finally worked was doing an uninstall and reinstall of Adobe Premiere Elements 2019. Actually, I had already tried that previously. But this time, when I did the uninstall, I chose the option to also remove all the options and preferences settings. When I tried the uninstall/reinstall before, I did the less thorough version of the uninstall, where it retains your options for later use in case you ever do a reinstall. I suppose there must have been some kind of corruption that wasn't getting cleared out by my previous uninstall when it retained my options.

The later ones have been a mess for many users even in Resolve. So ... go to their site, the 'older drivers' list, and do a clean install. That may help some.
