Since it was working, it could just be a temporary thing. Or it could be that YouTube has again changed its handshake protocol and Premiere Elements can't link up.
In any event, until it's fixed you can always output an MP4 of your movie and use your web browser to upload it to YouTube. I know it adds a few more clicks to the process, but at least you can still post your movies.
