Adobe premiere elements won't start the second time

After starting adobe premiere elements 2020 and opening my project, everything works. After saving my project and closing the program, the program can't be started again. Nothing happens. Only after rebooting the system, it works again. What goes wrong?

The program is not shutting down completely and is still running in the background.

 

Assuming you're on Windows 10, right-click on the Task Bar and select Task Manager. In the Task Manager locate and end the Adobe Premiere Elements process. Your program will start then.

Thanks for the workaround. It looks like a bug in the program.
