I am a senior citizen and am intimidated by all this. I looked and at least I have the original disks.

Yes , my Adobe Account shows that I have licenses for both Photoshop Elements and Premiere Elements. Version 18.0. Platform Multiple. Registration Date Apr 29, 2020. I do not recall why both. Maybe I was given an upgrade opportunity when registering Photoshop.

Try running the program as an Administrator (a right-click option). This sometimes fixes these issues.

Ransomware?

Have you contacted Adobe Customer Care via Chat on this page?

I contacted Adobe customer care. The first agent initially could not find my license, but eventually did. He did not feel he could address the problem and passed me on to another agent. Eventually I let this agent take over my computer. After much much manipulation involving loading and removing programs, it seemed that my problem was solved. However, on the next restart of my computer the problem reappeared. In desperation, I have reached out to the community. I might add that I do not use the cloud. I am using 2020 Primiere Essentials as a standalone program.
