Animation function in titles

Even after redownloading Premiere Elements 2019 the tick box "animations" in title function doens't work. Is this a bug of is it something else ?

Can someone help me ?

    To improve efficiency, Adobe leaves some of the features out of the installation and lets you download them only as needed.  Adobe's policy is to reduce support at the two year mark.  My guess is that you may be trying to use one of those features and the server for it is no longer being maintained.
