Animations in Adobe Premiere Elements

I am trying to download the animations which are standard in Premiere elements, but every time I get the error message that the server is not available. Does anyone know if something is wrong with the server? 
I want to add some fireworks to a videoframe in my film but it does not work unfortunatly.

I hope someone can help me (hopefully in Dutch but English is also oke).
