    Do you have Photoshop Elements? You can create a circle in it and save it as a transparent PSD file.

    Otherwise, you can cheat it a bit and use the letter O in Premiere Elements and enlarge it so that it encircles what you want to encircle.

    If you're asking if you can use a PSD file in Premiere Elements, the answer is yes.

    But to use a circle created in Photoshop Elements, you must ensure that it is a PSD file that includes the red circle but does NOT include a background layer.

    You can highlight a person in a scene or you can circle a person in a scene. Or you can blur the face of a person in a scene.

    If you've got an effect in mind, there's usually a way to do it. Assuming you've got some basic understanding of effects and keyframing of course.

    I mean a red ellipse that is transparent on the outside and inside. Only the outline of an ellipse is opaque. What I see on youtube is a mask that obscures the movie scene. And I want the scene to be original (without darkening) and only an ellipse will appear on the film's shots.
