aspect ratio

had a 40 yr old beta tape converted to digital. They did a poor job of capturing. I have it on a thimb drive. frame size: 360x464  apspect ratio: 1.8182  Codec: Mpeg-4 avc (h264). I think the bit rate is about 4000. My Goal is to fill the frame horizontally. Right now it looks like a video from a cell phone vertically. I want to make the picture as large as possible without distortion. The picture is also dark and fuzzy. Is it possible to enlarge picture and then work on making it better (enhanced, berigthtness, contrast etc. I know the old analog was not that good to begin with. Thanks for any suggestions

You don't say which version you are using.

If the image is stretched the vertically, set the aspect ratio to 1.0 (modify clip).

If the image is fuzzy, might want to use noise reduction software such as Neat Video.

If the image is too dark, you can try to up the exposure and contrast.

 using premier elements. When I changed to sq pixel 1.0 ( 2nd attachment) it made it look worse.
