Audio and Video Sync Issue on a Movie

Hello,

I have a movie (MP4) on my desktop that I burned and the audio and video are out of sync. I was told that Adobe Premiere Elements 2019 can fix it. I am finding it hard to us through. It's not that user-friendly for someone who has not used it before.  Does anyone know the step by step instruction to fix the audio-video synchronization issues using Adobe Premiere Elements 2019??? PLEASE HELP!
