Audio out of sync APE 2018

I have a few videos that the audio is fine playing outside of APE, but once I import to edit the audio is all out of whack.

IDK what PC info you need, I'm running a Windows 10 PC, I RARELY had this problem with APE 2017

I downloaded handbrake ran the video thru (as per instructions in video) and still having sync issues.

To answer initial questions;

What type of media? MP4 from my Logitec Webcam C920

Where is it from? loaded from HDD

What number version of Premiere Pro? Not using Pro. Version 16.0 just updated today (4-25-18)

How are you importing it? Loading APE and adding assets
