No. You can't turn a Premiere Pro project file into a Premiere Elements project file.

It will go the other way.  You can open a Premiere Elements project in Premiere Pro.  There are screens that pop up explaining a conversion will take place.  I'm not sure how complete the conversion is.  Parts of the Elements project might not make it through the conversion.
