Can I CROP (not trim) A Video Clip

I have Premere Elements 12 running on an iMac with High Sierra 10.13.

 

I want to crop a video clip, not trim.  In otherwords, I have a video clip I like that has about 25% on the right hand side something I'd like to get rid of.  I don't even care if by cropping it the display will show a big black box on the right hand side.  It's only for a few seconds, but I'd like to get that part of the frame out of my video.

 

Any help would be appreciated.  Thanks.

Use the Crop effect and use keyframes.

Thanks but I don't know what that means.  I have an Effects" tab on the bottom of the elements screen with a lot of options in it but nothing that says "crop".
