can i migrate project from premiere elements 14 to latest version 18?

my project in premiere elemenets 14 is not complete, if i will buy lastest version adobe elements 18, can i continue at my project?

Absolutely not. In fact, attempting to do so will likely corrupt the project file.

In my books and on this forum we always recommend finishing a project in the same version you began it. Premiere Elements does not claim to be backwards compatible.
