Can I use Motion Graphics Templates in Premiere Elements instead of Pro?

Hi, I'd like to use this motion graphics template with Premiere Elements instead of Pro. Is that possible?

No. Although the name suggests that Premiere Elements might be an "elemental" version of Pro, it is not. "mogrt" files don't work.
