can my computer run adobe premiere elements 2018?

hello

the following is the screen shot of my computer property

do these criteria meet the requirements for running adobe premiere elements 2018 smoothly?

i have actually downloaded and installed adobe premiere elements 2018 on this computer

but there was an issue

there was no problem adding video clips to my project assets

however, when i pulled a video clip onto the timeline, there was no reaction when i clicked the play button

and after few second, the whole application kind of froze, and i have to force quit the application

can anyone help me with this
