Can PrE 2023 import HVEC and render it with full HDR?

Simple thing:
I want to edit my HDR gaming videos, which I capture as HVEC. Can Premiere Elements 2023 import those files and render them, so I can upload HDR videos on Youtube?

I know that there are some competitors that can do it, and I know that Premiere Pro can do it, since I had a subscription for a while. But Premiere Pro is just too expensive if you just use it twice a month. As much as I love PremPro, I just can't afford it as an ongoing subsription..
