Can Premiere Elements 15 be used to edit animated GIF files?

I have created an animated gif file and want to edit it to prevent it from looping.  Can I use Premel 15 to do this ? If not is there a free gif editor that can be used to accomplish this?

    You can not use an animated GIF as source video for a video project in Premiere Elements.

    I dont see why not. They work for me on windows.

    Might be different on a mac.
