Can't activate Premiere Elements 13

When I try to run my copy of Adobe Premiere Elements 13, I get an error that it's running on too many computers.  I've ony used it on this one computer.  

I hit the button to enter my key, enter my purchased key and it prompts me to sign in with my Adobe I which I do.

It then tells me that "we're unable to validate the serial number" and the Customer Support link takes me to an Adobe Genuine Software page basically accusing me of piracy. 

How do I activate Premiere Elements 13 with my purchased key?
