Can't adjust volume levels in Adobe Premiere Elements 2019

I have two tracks playing alongside each other.   I want one to be a lot quieter than the other.

It seems impossible to do this in Adobe Premiere Elements 2019!!

 

First I tried using the Audio Mixer to adjust the volume of the track I want to be quieter, to be something like 30 decibels quieter.    But whether I immediately save the project, or whether I play it back straight away, it doesn't make the change.

 

Then I tried Window - Adjustments - Volume.    Again I set the volume level to be dozens of decibels quieter.  And I click SAVE straight away.   But it never, ever remembers this change.   It just plays it at the original very loud volume.

 

What is going on?  Why does it always reset back to the original volume?  Why is it impossible to get this most basic task to work?

I usually adjust volume by grabbing the yellow bar in the expanded audio track.   The control in "Smart Mix" from the Tools menu is connected and can control the volume.   Can you post a screen shot or two of your project and where it is not working?
