Can't create Premiere Elements 10 project or access old ones after Lightroom 6 Install

Premiere Elements 10 stopped working since I bought and licensed Lightroom 6.  I can't start new projects or open old ones.  The laptop is years old and no known changes have been made to Windows or the hardware since the last time I successfully ran Premiere Elements. 

Does the new licensing model in Lightroom 6 somehow conflict with Premiere Elements 10?
