Can't cut between frames in Premiere Elements

Question

I have Premiere Elements 18 and up until today I have been able to make cuts in the video timeline anywhere I want. Today the timeline marker is jumping from frame to frame instead of letting me cut anywhere. Snaps are off. Why is this happening? I have already spoken with customer support and reset the preferences. That didn't fix the problem.
