Can't do an offline activation

I'm trying to offline activate premiere elements 14 and I have followed all of the steps I can find anywhere. It just won't work. I have everything the instructions said I needed and it won't work. I just want to edit on my laptop and it won't let activate it. Please help so this can be figured out.

    Premiere Elements 14 is two versions old.  I don't know where I would find the instructions. 

    Why does it need to be an "offline activation"?  Where are the instructions you are following?  Do you have a serial number?

    It needs to be an offline instalation because I can't connect to the internet where I am currently.
