Can't get to activation dialog Premiere Elements 2022

In 2021 I bought and used Premiere Elements 20.0. I have now downloaded it from my Adobe account page onto a new computer, having signed out of the original installation.

The download and installation are successful, but when it opens and I click on 'Photo Editor' I just get the invitation to 'Install from DVD' or 'Download Trial' - nowhere to enter the serial number. BUT if I click on 'Download Trial' it forces me to download Elements 2023, for which of course my serial number is not valid.

However, if I click on 'Video Editor' I do get the activation dialog, it accepts my serial number, and it works fine. Then closing and reopening the app still does NOT activate the Photo Editor.

How do I activate Photo Editor?

Worked with Adobe Tech who went into my Machine to purge some Adobe items.

Took about about an hour but solved my issue. Messed with my In Design Standard.

Had to reinstall those apps. It went quickly without issue.

Purchased Photoshop Elements and Premiere Elements 2023 as a download from Adobe.

Clicked on the exe file for both and they loaded.  I was able to activate Photoshop elements but not the Video editor.  It wants me to sign in to my Adobe account and after entering my account data it just returns me to the sign in screen. It is locked in an endless loop.  Is there a file in user data that needs to be reset?  Really annoyed I cannot enter the activation code for a legit purchase from Adobe.  Can anyone provide some insight as to how to resolve this issue?

The photo editor is Photoshop Elements.

Did you buy that the same time you bought Premiere Elements as in a bundle?

If not, you have no access to the editor.

Thanks, Ann. I had quite forgotten the relationship between the two Elements apps.

At some early stage in the download process I had been drawn to download the 2023 Elements version and didn't notice. But how irritatingly unfriendly the process is! Having got Premiere Elements 2022 working, I had to delete the Photoshop Elements 2023 installation and replace it with the 2022 version, but that broke the Premiere Elements installation, so I then had to delete and reinstall that!

I seem to run into similar problems with Adobe EVERY time I try to migrate to a new computer, and it's only ever Adobe. There's something lacking in their consideration of the non-expert customer.
