Cannot Activate Premier Elements 14 after reinstall on New PC

Hi I cannot activate Premier Elements 14 on a new installed PC. Installs correctly, but when I enter the serial number, I get a message indicating that I need to Contact Customer Support. Support has confirmed it is a vlid serial number and to post here. What do I do? Have same issue with Photoshop  Elementrs 14.

When you can't deactivate a serial number (this is the ONLY support Adobe still offers for old programs)
BE SURE TO ONLY ASK FOR ACTIVATION SUPPORT TO ADJUST YOUR ACTIVATION COUNT
You may need to PERSIST or TRY AGAIN to find a support agent with more experience
