Cannot Animate Text

I am using Adobe Premier Elements 12. I am unable to add animation to my text. I have highlighted the text, then select the tab "animation", select and effect, but then cannot apply it. Both the apply and remove buttons are there but not active for me to click on. All the other categories such as text, style and shapes work.

I would love to help but it is really difficult to duplicate or remember how it worked on a version that is become so old. Can you post some screen shots of what you are doing and how you are doing it?

Here is a screen shot. I have my text highlighted, and I have made a selection for animation. According to all the videos I have watched, the apply button should become active when I make the selection.
