Cannot import video from Pixel 8 into premiere elements 2023

Video from Pixel 8 phone cannot be imported to Premiere Eelements 2023.

Box headed Unable to import media says it needs to be configured for HEVC or HEIF type of media, but "learn more" goes to a Permier Elements 2020 advice page.

There seems to be no published answer....
