Cant start Video Editor

Hi!
In 2017 I bought the combination product Adobe Premiere Elements 15 and Premiere 15 and have used both the Photo editor and Video editor programs since. Now I can not start the Video editor.
One possible explanation could be that I have just upgraded to Windows 10. What should I do? Uninstall and reinstall, or?
