Change the video frame in Premiere elements 2021

Sorry if I'm a noob but I have worked on this for weeks and I keep avoiding the problem.  I am editing video thats 16:9 and Premiere elements is determined to put the black bars.  There is literally no way I see to change the canvas size.  Can someone plese point me in the right direction.  I do no know why this is so difficult.  Thank you in advance.

First, right-click on the video in Project Assets and confirm its properties. (We can look at the deeper properties if this doesn't tell the whole story. Video from non-traditional sources -- like video created by screen capture software -- may not use standard properties.)

 

Then go to the program's Edit menu. What is listed on the General page under Project Properties?

As always, Steve is on the right track.  Hoping to add a little, there may be a short cut in the "Scale to Frame Size" settings.  In the preferences there is a check box for that.  It should make a difference when you import footage.  If the project is already underway, you can right click on a clip, for a menu.  Under Clip is another check box for Scale to Frame size. 

 

"Scale to Frame Size" may be all you need.   Again, Steve's approach is probably better at getting an understanding as to why you are getting the black bars.
