Chapter markers in Premiere Elements 2024?

I have a long video, about 3-1/2 hours.  It's a tutorial video, and there are distinct portions that lend themselves well to markers.  I don't want to create  DVD.  I would like to have a menu of sorts at the very beginning, where I can select any one of the distinct portions to watch, and go to that portion which will play and stop at the end of that portion.  Markers seems to be the method to use.  I only see 2 types of markers in Premiere Elements 2024: Timeline and Beat.  I've been reading the online manual, which talks about Menu and Scene markers, but I don't see these.  So far, I've set a bunch of Timeline markers, and edited them to put in a description and chapter number.  It seems strange to me to be able to edit a Timeline marker and set a chapter number, but not have chapter markers.  Anyway, I can't find what to do next to make my menu of chapters at the beginning of the video.  It would be nice to be able to select a chapter name on this menu, start the video at that marker, and stop at the end of that chapter, then go back to the menu.   For what it's worth, I've done no editing or made any cuts whatsoever.  Side note: After I set the Timeline marker, I go to the Timeline menu, then select Edit marker.  Many times, Edit marker is grayed out, as if my Timeline indicator ("scrubber") isn't on the marker.  But I'm certain it is, as I go back to a previous marker, and then forward to the next marker, which guarantees that my scrubber is exactly on the marker.
