Closed captions, how?

I need to add closed captions to a short video I am creating. What is the best way to do this? I already have .srt files.

When I search google, I find many software choices for this in post-production. However, I find nothing recent and video improvements happen frequently. I can't find anything within two years.

I have Premiere Elements 14 and Windows 10.
