Color grading issue

Anytime I've ever tried to do any color corrections in Elements the footage will have random breaks in the effect. The footage will look like the effect is being switched off at times during the clip. I've noticed this issue almost every time I try to use the adjustment tab. It occurs when I use auto smart tone, or even just simple lighting adjustments like brightness, contrast and exposure. Does anyone know why this could be happening. I'm using Premeire Elements 2018 on windows 10.
