Complete problems with this program Nothing is working

I have downloaded the latest Premiere Elements. I have a new gaming computer running on Windows with all the specs to be able to edit on this program My previous computer with lesser capablities was able to handle it. I had a tech expert go through every option to try to solve the consitent problems. When I import my Go Pro clips to the timeline they tend to playback jittery at the beginning of the clip. If not then when I render then it gets worse Also when I import MP4's from my phone it won't support them
It must be noted by this stage I've scoured a lot of information tried many things Downloaded necessary codecs and spent a lot of time trying to solve this to no avail

Both GoPro's and smartphones are capable of recording in frame rates that Premiere Elements won't work with.  If you are within 30 days of your purchase date, you can get a full refund.

I have discovered that I recorded in higher resolution than Elements can handle. Once compressed they work well with the program I had to check the correct resolution on my GoPro If I record with 4K 30fps everything works ok, and it still has great output

What are the specs of your GoPro footage? If it is faster than 4K at 30 fps, the program can't handle it.

 

To test the program, try starting a new project and just add a handful of photos to the timeline. If the program works with this footage, the problem is that the footage you're editing is beyond what the program is capable.

I have done that Can Premiere Pro handle a 5k video?

Premiere Pro, on the right computer, should handle 5K files well.  Can you send me a 5K file to test?
