Convert prel to mp4

How do I convert a prel to mp4? With 2018 it happened in render and export. Now I have 2022 (with Windows 11) and it hangs with render and export.

Just some lingo: a .prel is the extension of an Elements project, a mp4 is a movie-file.

You cannot convert a project to a movie-file you can however

export your timeline in your project to a movie-file.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).
