Convert video from portrait to landscape using Premiere

I'm new to adobe Premiere Elements and purchased 2020. My very first video is(mp4) is portrait. How can I convert it to landscape?

Basically, you can't. Various methods can be tried, but you either give up most of the image or end up with an odd look.
