With Elements Premier 2019 can I cut/copy sections of a two hour home video to make a new video and then export that to a DVD? If yes can this be easily done? Would some other software be better for this? Thank you for your help and opinions.

    If you're asking if Premiere Elements can rip video from your DVDs, it certainly can. Just load the DVD into your computer's disc drive and then, in Premiere Elements, select Add Media/From DVD Camera or Computer Drive.

    Do this with each of your DVDs, then assemble and cut the video in Premiere Elements. Voila!

    If you export it and then import it to a new project, you can do that, but you won't be able to change any of the edits on the original video.

    To further clarify: my dream was to take pieces of various home videos

    which are on various DVD's and string these together to make a new DVD!

    Realize may have to load source DVD's onto my computer before I can take

    clips from them. Well if Premier Elements can't do it I'm stuck as I just

    bought it.

    If Premier doesn't have this it should. I think it would be common for

    people with multiple family groups to have those multiple groups on a

    recording. A group only wants to see video that pertains to them hence the

    need to "clip" small portions of a long video then put them in a new video

    and then on a DVD to share.

    You can not copy segments from one Premiere Elements project and paste them into another. (Although it may be possible using a third-party program called Clipmate -- but it is not officially supported by Adobe.)
