Create custom motion titles in Premiere Elements 2018

This looks easy enough but I don't manage to figure out how to do it.

As far as I understand the concept of 'custom motion titles' this would be motion titles I created or adapted with my own text, animations, colors....

But I just don't see how to create them.

When I choose File > New > Title the only thing I can do is save the result as a .prel file.  (a regular project)

Nothing appears in the custom title section.

I found some threads that discuss a bug with custom titles in Windows 10.  I'm on Windows 10 but I'm not sure this is related to the bug.

I think I just don't know how it's supposed to work...
