create moving object

Hi
I have an image that has number on the left side and symbol on the right side.
I have other image that the number stands in the place of the symbol.
I want to create a video (or gif) that will see the number move in the image direction and replace it.
now I have premier elements. can I do it with it?
or do I need another program?
