Creating a IGTV Video

Hi, 

 

I would like to create a IGTV video where the frame will be vertical to suit a phone (1080 Horizontal and 1350 Vertical) How do I get this into my project reset? can I create or download a preset for this?

 

I currently have Premiere Elements 2019

Premiere Elements does not do vertical video.  Maybe it should, but it doesn't.
