Creating Gifs with transparent background

Hi

 

I'm wondering if it's possible to create a short 3 or 4 second Gif with a transparent background in Elements that can then be used as an overlay on various other graphic backgrounds?

Premiere Elements can not do that. Photoshop Elements can create transparent GIFs -- but neither program can create an animated transparent GIF.
