Creating movie menu in Premiere 2023

Hello. I'm having troubles creating a movie menu/DVD menu for my movie in Premiere Elements 2023. Click on the Markers button and there is no "Menu Marker" option. How do I get a menu in? Thanks!

Unfortunately, this feature was removed from the program in version 2023.

WHAT! Is there any way (with another program perhaps) to make Movie Menus?
