Crop, Zoom, and Move a stream of 3-frame video clips

I am trying to apply crop and zoom to imported time lapse photos.  I need to apply to all the imported 3-frame "videos" (1700 of them) equally.  Premiere Elements doesn't have the video clip "nest" feature that I understand that Premiere Pro does.  How do I do this without the nesting feature?  This is something easily accomplished in VSDC for free (or $20 for "pro" version).  There has to be a way to accomplish this without exporting the video and re-importing it.  I want to be able to apply other effects to different sections of video stream later as well.

 

Please advise.

I was able to do this easily using the "insert animation" feature of VSDC, include all the photos, and then crop, zoom, move the resulting stream.

Premiere Elements does not have a nesting feature and I know of no simplified way in this program to do such a complicated effect other than working with each clip individually.
