Custom Export Settings only 4K

This is the dumbest thing. I'm trying to make a custom export preset for Premiere Elements 2018 and now all of a sudden it only shows the 4K presets. Before it would show all the presets, from 480p to 4K. Now I can only see the 4K presets. I have tried to fix for two days and I am about to buy new software.

When I modify the preset to be lower than 4K, the file size is ridiculously big. Almost as if it is a 4K video but only displaying at the resolution I chose.

 

Can anyone please help me fix this

I've never heard of or experienced custom settings locking up on one format, so I'm not sure what to recommend.

 

You can try resetting the program by holding down Shift+Ctrl+Alt as yoou launch the program. Assuming you're on Windows, if you do it right you should get a pop-up asking if you want to make changes to the program. (You do.) This clears a preference file and can often fix strange behavior.

 

If that doesn't work, you can try an uninstall/reinstall. You won't lose any work in progress.

Hit Match Source. This will set it to Custom and all checkboxes which you can uncheck and change profile/level and bitrate.

Have you tried closing this and selecting the Advanced Settings option to create a new preset, just in case you triggered some kind of filter? 

Have you tried a different preset?

Can you give us any ideas what you've tried in the last two days?

I have tried closing and reopening it. I have no option to try different presets other than the 4K ones as shown in my attatched screenshot. I have also tried exporting with multiple induvidual clips of different resolutions in my timeline (e.g. media files in 1080p, 720p and 4K). I have also tried to change the encoder with no luck.

I also ran some driver and software updates on my computer with no change.
