DeNoiser in PRE 2019

I am using PRE 2019 on a Windows 10 PC to work on a movie that was originally a VHS video and the audio has a lot of background hiss.  I am trying to use the DeNoiser effect but whatever settings I select there is no apparent change to the noise.  I think that there must be some very basic thing that I am doing wrong.  Can you help please?

The program called Audacity is free and very capable.   It should be easy to find a YouTube tutorial on how to use Audacity to remove your hiss.   The workflow would be to 'Export and Share' just the audio to a file, open that file in Audacity, remove the noise and import the repaired audio file.  Put the new audio file on another track and mute the original track.

Denoisers don't remove background noise. They just quiet the audio when no one is speaking.

Premiere Elements doesn't have a tool for removing background hiss. You may need to use a dedicated audio editor to do that.
