Device is not connected or is busy when trying to delete

I'm using Adobe Elements and the Organizer and having a terrible time getting photos from my iphone into the Organizer.

After I've successfully download video, I get the message: "Device is not connected or is busy"

I've tried everything... any advice?

    If it were me I would be moving files from my phone to the computer with the operating system tools like Finder or Explorer and then adding them to the Organizer.
