I have an OBS video exported as an .mp4 using hardware GPU NVENC

Now i import this in Premiere and i export as H.264 which works (big size)

I installed HEVC video extension from microsoft store and i hoped to see when i try to export the vide in Adobe Premiere option H.265, but i cant see it

I deleted the cache

Am i missing something ?

You're not missing anything. Premiere Elements can input but  not output H.265 video.

Fair enough

I only paid 99 cents for that codec so its not a big deal

Now i have some issues with the playback of such videos
I download a sample from https://x265.com/hevc-video-files/ and the situation is like this

1. the h265 video plays in VLC media player

2. i can import it in Elements 2021

3. I click play , it plays a bit and then it stops

4. My RTX 2080S gpu then it shows 90% usage

5. Adobe Elements still stuck at playing

7. i close the Elements and re open it . Now Adobe elements cant play even h264 Video . The GPU still stuck at 90%

8. I close elements and when i look in taskbar the process is still there taking 90% GPU usage

I tried

1. install  /uninstall the HEVC codec

2. clear cache of Elements

Nothing helped

Any clue what is happening ?

Unless I can duplicate it, I can't offer any general advice.

What device or software created this file?

Open the file in the free download MediaInfo. In MediaInfo, set View to Text and then copy the text of the report and paste it to this forum. The specs and origin of the file may offer a clue.

Otherwise, the simplest solution may be converting it to a moe conventional MP4 with Handbrake, and we can give you instructions for doing that.
